The KILTED Public Service Scholarship Program is intended to provide financial assistance to persons seeking advanced education related to prehospital medicine, fire services, or law enforcement in an effort to promote the professionalism of public safety. Applicants must attend an accredited institution and enroll in an accredited program of studies seeking at least a Baccalaureate degree.

Paving the Way to a Brighter Future
Harry Dean Douglas, 53, loving husband of Dena Cantrell Douglas, of Easley, passed away suddenly on Tuesday, March 27, 2018.
Born on August 22, 1964 to Dorothy Patterson Douglas and the late Joe D. Douglas, Jr. he was employed by Greenville Health System Division of Prehospital Medicine as an EMS Educator, Greenville Technical College as adjunct faculty and a paramedic with Pickens County EMS.
Dean received his Bachelor of Science, Emergency Medical Care from Western Carolina University and a Masters of Health Administration from MUSC.
He was awarded the Curtis P. Artz Award for EMS Professionalism, Distinguished Service Award-Marine Corps American Legion, Spartanburg Post, Distinguished Service Award - Greenville County Sheriff's Office SWAT, Distinguished Service Award - Upstate EMS Council, Distinguished Service Award - Spartanburg County Sheriff's Office, and Distinguished Service Award - Greenville County Fire Chief's Association. Dean was a member of many professional organizations; Upstate EMS Council Board of Directors (Chair 1989-2011), National Association of EMT SC State Advocacy Coordinator (2011-present), National Association of EMS Educators (2012 - present) and SC EMS Training Committee (2013-present). He was founding member of Epsilon Sigma Pi, Honorary member of NYPD Pipes and Drums, Head of State to the Kilted Public Service Scholarship Fund, Advisory Board of the EMC Program of WCU, Secretary of SC EMS Association, voting member of SC Training Committee DHEC, and Co-Chair EMS Workforce Taskforce. He was one of the original SWAT Paramedics in SC for which he served over 20 years.
